2018-11-30 Upgrade to 3.2.4

I plan to upgrade this board to phpbb 3.2.4 from it's current version of phpbb 3.2.3

This will take place at today (11/30) at 11 AM CST.
The update should take about 20 minutes to complete. During this time the forums will be unavailable.
